Texas Space Commission (Commission) is looking for a Contract Manager (Contract Specialist V).

The salary is $7,916.67 - $8,886.16 a month ($95,000.04 - $106,633.92 a year).

What You’ll Do

This position performs highly advanced (senior-level) contract management work, including monitoring contract performance and deliverables. Work involves developing, coordinating, and evaluating specifications for a broad range of contracts for the Commission.

  • Develops solicitations, contracts, and amendments by identifying provider resources, describing services to be rendered, evaluating information supplied by bidders, and negotiating contract specifications.
  • Negotiates contracts, contract renewals, amendments, and plans.
  • Coordinates and facilitates complex procurement-related meetings such as kick-off and pre-proposal meetings, post-award conferences, team briefings, and evaluation scorings.
  • Coordinates the negotiation of contracts and recommends annual contract awards.
  • Prepares specifications for requests for bids.
  • Resolves non-compliance issues by investigating contract-related discrepancies between parties, making recommendations for canceling and/or terminating contracts, and participating in negotiating settlement agreements and other claims.
  • Monitors contract performance by examining billings, fiscal data, and eligibility determinations for compliance with terms of contract and policies.
  • Monitors legal and regulatory requirements pertaining to contracting.
  • Performs quality control reviews to ensure compliance with legal and regulatory requirements.
  • Identifies training needs and provides training and technical assistance to contracting entities during various phases of the contract management process to comply with policies, regulations, and other contract-related requirements and reporting.
  • Coordinates the risk assessment and audit process for contract monitoring and planning and recommends non-compliance assessment of contracts when unwarranted deviations occur.
  • Reviews fiscal expenditure reports for completeness, appropriateness, and accuracy.
  • Evaluates expenditure data and makes projections to ensure appropriate use of funds
  • Prepares and presents reports by compiling, reviewing, and analyzing data and providing written and/or oral reports to management and oversight entities.
  • Develops contract administration policies and procedures.
  • Maintains and updates data in contract management database.
  • Demonstrates advanced subject matter expertise, including providing complex technical guidance to staff, contracting entities, and the community regarding contract administration, policies, and procedures.

How You’ll Qualify                                            

  • High school graduate or equivalent; and
  • Five (5) years of experience in contract development, management, or evaluation work.

Note: Experience and education may be substituted for one another on a year-for-year basis.   

You’re a Great Fit with

  • College graduate from an accredited four-year college or university with a degree in business management, public administration, finance, accounting, supply chain management or a related field;
  • Certified as a Certified Texas Contract Developer (CTCD) or Certified Texas Procurement Manager (CTPM); and
  • Previous experience working at a government agency (local/state/federal).

Registration, Certification or Licensure

  • Valid Texas Driver’s License or be willing to obtain a valid Texas Driver’s License within 90 days if moving from another state.
  • If not currently certified, must be able to obtain CTCD certification within one year of initial employment.
